bug releated to cvs2cl spins on directories called '0'

This is related to bug #7 "cvs2cl spins on directories called '0'"
The same code hangs when a cvs directory is given on the command line with a
trailing slash.
(Trailing slashes can sometimes be inadvertantly added to a directory name
by tab name completion of a path in tcsh.)
