cvs2cl.pl ; --ignore-tag option & possible packaging

Hi Karl,

I've had cause to add a new option to cvs2cl.pl; an --ignore-tag option, to
ask cvs2cl.pl to ignore changes pertaining to a given tag. It appears to work
(although I haven't documented it, yet).

Would you like a patch?

The history is that I was looking to generate a log of changes since the
instance of the tag, but the date system is unusable, since tags are not
related to dates. Using the -r option to cvs log helps, but not completely,
since it includes the checkin that made up the tag.

I also confess that, looking through the code, I yen to perform a sizeable
cleanup. If I took the current code, jigged, and made it into a CPAN module,
would you find that acceptable? I realize that the licence permits it, but
I'd rather have your blessing to go ahead.
