Hmm.  I could add such a feature, but...
I have to admit it seems of extremely dubious value to me.  It defeats
one of the purposes of ChangeLogs, which is to be able to manually
search for a file by name and see what changed.  Now you can't just
search for "foo.c", you have to also search for "*.c".  (See
http://www.red-bean.com/kfogel/changelogs.html for a more detailed
discussion of this issue -- I just created that page, inspired by your
mail. :-) )
I confess this sounds like a case of the software author trying to
dictate policy, but it's a question of what I'm going to spend my time
on.  If Avery Pennarun or someone else submits a patch providing the
feature (toggled on by a new option), then that would be different, of
course.
