Convert an assertion that has been triggered to an error.

This is related to issue #4272.

* subversion/mod_dav_svn/mirror.c
  (proxy_request_fixup):
    Convert assertion to error, change return type void->int.
  (dav_svn__proxy_request_fixup):
    Track signature change, propagating the errors.
