Fix automatic relocate during update for working copies that are
not at repository root.

* subversion/libsvn_client/update.c
  (update_internal): Relocate with root URL rather than anchor URL.

* subversion/tests/cmdline/redirect_tests.py:
  (redirected_nonroot_update): Remove XFAIL.
