Set an appropriate rpath when linking the mod_dav_svn Apache module.

* Makefile.in: Add APACHE_LIBEXECDIR and LINK_APACHE_MOD.

* ac-helpers/svn-apache.m4: Set APACHE_LIBEXECDIR.

* build/gen_base.py (MakefileGenerator.write): Use LINK_APACHE_MOD to
  link the Apache module.
