  occurrences of "revision control" to "version control".

* www/variance-adjusted-patching.html: Same.  Also, add an original
  datestamp, something I'd been meaning to get around to.  This is the
  creation date reflected in our CVS repository and our ChangeLog, and
  makes it clear for "prior art" purposes that the idea has been out
  there for a while (probably since before this document, since I'm
  sure I didn't think of it first).

Collected all ideas for future development into the IDEAS file, and reorganized
them to put like with like. After culling all ideas from
doc/programmer/design/future.texi, that file has been removed.

There is still room for better organization, but at least everything's in one
place now.

* INSTALL: re-added explanation of legacy texinfo support for docs. DocBook Lite
is still listed as the preferred format though.
